REGULATIONS
FUNCTIONS, DUTIES, POWERS, ORGANIZATION AND STAFFING OF THE INSPECTOR OF DONG HOA DISTRICT

Chapter I
POSITION, FUNCTIONS, DUTIES AND POWERS
Article 1. Position and functions
1. The District Inspectorate is a specialized agency under the District People's Committee, with the function of advising and assisting the District People's Committee in state management of inspection work, resolving complaints and denunciations and preventing and combating corruption; conduct inspections, resolve complaints and denunciations and prevent and combat corruption according to the provisions of law;
2. The district inspectorate has its own seal and account; Subject to the direction and management of the organization, staffing and work of the District People's Committee, directly the Chairman of the District People's Committee, and at the same time subject to the work direction and professional guidance of the Provincial Inspectorate.
Article 2. Duties and powers
The District Inspectorate performs tasks and powers according to the provisions of law on inspection, settlement of complaints and denunciations, prevention and combat of corruption and specific tasks and powers as follows:
1. Submit to the District People's Committee to issue decisions and directives on inspection work, resolve complaints and denunciations, and prevent and combat corruption; programs and measures to organize the implementation of administrative reform tasks in the assigned state management field;
2. Submit to the Chairman of the District People's Committee the annual inspection plan and other programs and plans according to the provisions of law;
3. Organize the implementation of legal documents, programs and plans after being approved by the District People's Committee or Chairman of the District People's Committee;
4. Information, propaganda, dissemination and legal education in the field of inspection, settlement of complaints and denunciations and prevention and combat of corruption; Provide professional guidance on inspection work, resolve complaints and denunciations, and prevent and combat corruption for commune and town officials and civil servants;
5. Guide, inspect and urge Chairman of the People's Committees of communes and towns, Heads of specialized agencies under the District People's Committee in implementing the law on inspection, settlement of complaints and denunciations and prevention and control. corruption;
6. Coordinate with the district Vietnam Fatherland Front Committee to provide professional guidance for the work of the People's Inspection Committees of communes and towns;
7. About inspection
a) Inspect the implementation of policies, laws, and tasks of the People's Committee of communes, towns, and specialized agencies under the District People's Committee; Inspecting complex cases involving the responsibilities of many commune and town People's Committees, many specialized agencies under the district People's Committee and other agencies and units according to approved plans or unexpectedly when detecting signs violate the law;
b) Inspect other cases assigned by the Chairman of the District People's Committee;
c) Monitor, inspect, and urge the implementation of conclusions, recommendations, and decisions on handling inspections of the District Inspectorate and the Chairman of the District People's Committee;
8. Regarding resolving complaints and denunciations:
a) Instruct the People's Committees of communes, towns and agencies, organizations and units under the management of the District People's Committee to receive citizens, handle complaints and denunciations, and resolve complaints and denunciations;
b) Inspect and examine the responsibilities of Chairman of People's Committees of communes and towns, Heads of agencies, organizations and units under the management of the District People's Committee in receiving citizens, resolving complaints and denunciations ; Recommend measures to strengthen the resolution of complaints and denunciations under the management of the Chairman of the District People's Committee;
c) Verify, conclude and recommend the resolution of complaints and denunciations under the authority of the Chairman of the District People's Committee when assigned;
d) Review and conclude the settlement of complaints and denunciations that Chairman of the People's Committees of communes and towns and Heads of specialized agencies under the District People's Committee have resolved but there are signs of violating the law; In case there are grounds to believe that the settlement of the denunciation violates the law, the Chairman of the District People's Committee shall be proposed to consider and re-resolve according to regulations;
d) Monitor, inspect, and urge the implementation of decisions to resolve complaints, conclusions on denunciation content, and denunciation handling decisions of the Chairman of the District People's Committee;
e) Receive and process complaints and denunciations; Resolve complaints and denunciations within authority according to the provisions of law.
9. Regarding anti-corruption:
a) Inspect and examine the implementation of legal regulations on anti-corruption by the People's Committees of communes, towns and agencies and units under the management of the District People's Committee;
b) Coordinate with State Audit agencies, Investigation agencies, People's Procuracy, People's Court in detecting corrupt acts and handling people who commit corrupt acts;
c) Conduct verification of asset and income declaration according to the provisions of law on anti-corruption; synthesize the results of declaration, disclosure, verification, conclusion, and handle violations of asset and income transparency within your locality, periodically reporting the results to the Provincial Inspectorate;
d) Internal inspection and supervision to prevent corrupt acts in inspection activities, resolve complaints and denunciations and prevent and combat corruption.
10. In the process of performing inspection tasks, resolving complaints and denunciations and preventing and combating corruption, the District Inspectorate can exercise the powers of the District Inspector according to the provisions of law; Relevant agencies and units are requested to appoint officials, civil servants and public employees to participate in inspection teams, resolve complaints and denunciations, and prevent corruption.
11. Organize the application of scientific and technological advances; Build an information and storage system to serve state management and the expertise of the District Inspectorate.
12. Synthesize, inform, and report the results of inspection work, resolve complaints and denunciations, and prevent and combat corruption according to regulations of the District People's Committee and Provincial Inspectorate.
13. Manage civil servant payroll, implement regimes, policies, remuneration, rewards, discipline, training and fostering for civil servants under the management of the District Inspectorate according to regulations of law and district People's Committee decentralization.
14. Manage and use assigned finances and assets according to the provisions of law and decentralization of the District People's Committee.
15. Perform other tasks assigned by the District People's Committee and according to the provisions of law.
chapter II
ORGANIZATION AND STAFFING
Article 3. Organization
1. The district Inspectorate has a Chief Inspector, no more than 02 Deputy Chief Inspectors and inspectors and specialized civil servants.
a) The Chief Inspector is the head of the district Inspectorate, responsible to the People's Committee, Chairman of the District People's Committee and before the law for all activities of the District Inspectorate.
- The appointment and reappointment of the District Chief Inspector are decided by the Chairman of the District People's Committee according to professional standards issued by the Provincial People's Committee and after agreement with the Provincial Chief Inspector;
- The dismissal and dismissal of the District Chief Inspector is decided by the Chairman of the District People's Committee according to the provisions of law after agreement with the Provincial Chief Inspector.
b) Deputy Chief Inspector of the district is the person who assists the Chief Inspector of the district and is responsible before the Chief Inspector of the district and before the law for assigned tasks.
- The appointment and reappointment of Deputy Chief Inspector of the district are decided by the Chairman of the District People's Committee according to regulations according to professional standards issued by the Provincial People's Committee and at the request of the District Chief Inspector.
The dismissal and dismissal of Deputy Chief Inspector of the district is decided by the Chairman of the District People's Committee according to the provisions of law and the request of the District Chief Inspector.
c) Inspectors and specialized civil servants: Specific tasks are assigned by the Chief Inspector; Responsible to the district Chief Inspector and Deputy Chief Inspector for direct management and to the law for assigned tasks.
d) Rewards, discipline and other policies for the Chief Inspector and Deputy Chief Inspector shall comply with the provisions of law.
2. The District Inspectorate's civil servant payroll is assigned by the Chairman of the District People's Committee on the basis of job positions associated with functions, tasks, scope of activities and is included in the total civil servant payroll in agencies and organizations. District administration is assigned by the Provincial People's Committee.
3. Based on the functions, tasks, list of job positions, and civil servant rank structure approved by competent authorities, the District Inspectorate annually develops a civil servant staffing plan according to the provisions of law to ensure Ensuring the performance of assigned tasks.
Chapter III
ORGANIZATION AND IMPLEMENTATION
Article 4. The District Chief Inspector and Heads of relevant agencies and units are responsible for implementing this Regulation. During the implementation process, if there are modifications or additions to functions and tasks, the District People's Committee should be proposed to amend and supplement the Regulations accordingly./.

Chapter I

Article 1. Position and functions
1.
