Chapter I
POSITION, FUNCTIONS, DUTIES AND POWERS
Article 1. Position and functions
1. The Department of Internal Affairs is a specialized agency under the Town People's Committee, advising and assisting the Town People's Committee in performing state management functions on: Organizing the apparatus; employment positions, structure of civil servant ranks and civil servant payrolls in state administrative agencies and organizations; employment positions, structure of public employees by professional title and number of people working in public service units; salaries for officials, civil servants, public employees, and contract workers in agencies, administrative organizations, and public service units; administrative reform, civil servant and civil service regime reform; local government; administrative boundaries; officials and civil servants; officials and civil servants of communes and wards and people working part-time in communes, wards, villages and residential groups; associations, non-governmental organizations; State archives and archives; religious beliefs; youth; Emulation and Reward.
2. The Department of Internal Affairs has legal status, its own seal and account; comply with the leadership and management of the organization, staffing and work of the Town People's Committee, and at the same time comply with the direction, inspection and professional guidance of the Department of Home Affairs of Phu province Yen.
Article 2. Duties and powers
1. Submit to the Town People's Committee:
a) Issue decisions under the authority of the Town People's Committee:

Decentralize and authorize state management tasks in sectors and fields of internal affairs to specialized agencies under the Town People's Committee and People's Committee of communes and wards;
Specifying the functions, tasks, powers and organization of the Department of Internal Affairs;
b) Issuing documents of direction and guidance according to sectors and fields of internal affairs for agencies, organizations and units in the town according to the Party's regulations, the law and the direction of state agencies superior.
2. Submit to the Chairman of the Town People's Committee to decide on appointment of personnel under the authority of the Chairman of the Town People's Committee according to the Party's regulations and the law.
3. Organize the implementation of legal documents, planning, plans and programs after being approved by competent authorities; guide, inspect, inform, propagate, disseminate, educate the law, monitor law enforcement in fields within the scope of assigned state management.
4. Regarding organizational structure:
a) Advise and assist the Town People's Committee in submitting to the Town People's Council for consideration and decision on the establishment, reorganization and dissolution of specialized agencies under the Town People's Committee;
b) Appraisal of draft documents:
Regulating the functions, tasks, powers and organization of administrative agencies and public service units under the Town People's Committee;
Establishment, reorganization, dissolution of administrative organizations and public service units under the deciding authority of the Town People's Committee (except in cases where specialized laws have other provisions on appraisal agencies) ;
Establishment, consolidation, merger, and dissolution of interdisciplinary coordination organizations fall under the deciding authority of the Chairman of the Town People's Committee according to the provisions of law.
5. Regarding job positions, civil servant payroll and civil servant rank structure:
a) Appraise job position projects, job position adjustment projects and civil servant rank structure of agencies and organizations under the management of the Town People's Committee; synthesize and submit to the Town People's Committee to decide according to its authority or submit to the Provincial People's Committee to decide according to the provisions of law and management decentralization of the Provincial People's Committee;

9. Regarding local government:
a) Advise and assist the Town People's Committee:

Advise and assist the Town People's Committee:
a) Implement the recruitment, use and management of officials, civil servants, public employees, officers, civil servants of communes, wards and part-time workers in communes, wards, villages and residential groups under the management authority of the Town People's Committee according to the Party's regulations, the law and the management decentralization of the Provincial People's Committee;

14. Regarding beliefs and religions:
Advise and assist the Town People's Committee:

b) Resolve specific issues related to belief and religion according to the provisions of law, management decentralization of the Provincial People's Committee and instructions of the Department of Home Affairs of Phu Yen province.
15. About youth:
a) Advise and assist the Town People's Committee:
Organize and implement policies, laws, strategies, programs, plans, projects and schemes for youth development in the town; Build a team of officials and civil servants working in state management of youth;
Integrate youth development targets and goals when developing local socio-economic development programs and plans annually and in each period, ensuring legal and legitimate rights and interests of young people;
b) Resolve according to authority or submit to competent authorities to implement mechanisms and policies for youth; Resolve issues related to youth according to the provisions of law and decentralized management of the Provincial People's Committee;

16. Regarding emulation and rewards:
a) Advise and assist the Town People's Committee in organizing emulation movements and implementing the Party's guidelines, policies and laws of the State on emulation and commendation in the town;
b) Evaluate reward request dossiers of local collectives and individuals, submit to the Chairman of the Town People's Committee to decide on reward or request competent authorities to decide on reward according to the provisions of law ;
c) Guide and inspect the implementation of plans, emulation and reward content in the town; Build, manage and use the Emulation and Reward Fund according to the provisions of law;
d) Perform permanent duties of the town's Emulation and Commendation Council.
17. Advise and assist the Town People's Committee in guiding the People's Committee of the commune and ward to perform the tasks and powers of internal affairs according to the provisions of law and the management decentralization of the Provincial People's Committee.
18. Research and apply science and technology and build, manage and store information systems to serve the state management of the Department of Home Affairs.

24. Perform other tasks assigned by the People's Committee, Chairman of the Town People's Committee and according to the provisions of law.

ORGANIZATION AND STAFFING
Article 3. Organization and staffing
1. The Department of Internal Affairs has a Head of Department, no more than 02 Deputy Heads of Department and civil servants performing professional and specialized work:

The work arrangement for civil servants of the Department of Home Affairs must be based on the job position, civil servant rank standards and the qualities, qualifications and capabilities of civil servants.
Chapter III
IMPLEMENTATION ORGANIZATION
Article 4. Head of the Department of Home Affairs and Heads of relevant agencies and units are responsible for implementing this Regulation. 24. Perform other tasks assigned by the People's Committee, Chairman of the Town People's Committee and according to the provisions of law.

ORGANIZATION AND STAFFING
Article 3. Organization and staffing
1. The Department of Internal Affairs has a Head of Department, no more than 02 Deputy Heads of Department and civil servants performing professional and specialized work:
a) The Head of the Department of Internal Affairs is responsible before the Town People's Committee, the Chairman of the Town People's Committee and the law for the implementation of assigned functions, tasks, powers and all activities of the Department Interior;
b) Deputy Head of the Internal Affairs Department helps the Head of the Department in charge and monitor some aspects of work; Responsible to the Head of Department and the law for assigned tasks. When the Head of the Department is absent, a Deputy Head of the Department is authorized by the Head of the Department to manage the activities of the Department;
c) Appointment, transfer, rotation, reward, discipline, dismissal, resignation, implementation of regimes and policies for Department Heads and Deputy Heads are decided by the Chairman of the Town People's Committee determined according to the provisions of law.
2. The civil servant payroll of the Department of Home Affairs is decided by the Chairman of the Town People's Committee within the town's total civil servant payroll assigned by the Provincial People's Committee.
The work arrangement for civil servants of the Department of Home Affairs must be based on the job position, civil servant rank standards and the qualities, qualifications and capabilities of civil servants.
Chapter III
IMPLEMENTATION ORGANIZATION
