REGULATIONS
FUNCTIONS, DUTIES, POWERS AND PERSONNEL ORGANIZATION
OF THE CULTURE AND INFORMATION OFFICE OF DONG HOA TOWN

Chapter I
POSITION, FUNCTIONS, DUTIES AND POWERS
Article 1. Location and function
1. The Department of Culture and Information is a specialized agency under the Town People's Committee; has the function of advising and assisting the Town People's Committee in implementing state management of: Culture, family, physical education, sports, tourism and advertising; press; publishing, printing and distribution; broadcasting; electronic information; background information; foreign affairs information; Postal; telecommunication; information technology; digital transformation in the area and perform a number of tasks and powers as authorized by the Town People's Committee and according to the provisions of law.
2. The Town's Department of Culture and Information has legal status, its own seal and account; Subject to the direction and management of the organization, job positions, civil servant payroll, civil servant rank structure and work of the Town People's Committee, and at the same time subject to the direction, inspection and guidance on expertise and operations of the Department of Culture, Sports and Tourism of Phu Yen province; Department of Information and Communications of Phu Yen province.
Article 2. Duties and powers
1. In the field of Culture, Sports and Tourism
a) Submit to the Town People's Committee: Draft decision; mid-term and annual planning and development plans for culture, family, fitness, sports, tourism and advertising; Projects and programs to develop culture, family, physical education, sports, tourism and advertising; programs and measures to organize the implementation of state administrative reform tasks in the assigned state management field; draft a document specifying the functions, tasks, powers and organizational structure of the Department of Culture and Information;
b) Submit to the Chairman of the Town People's Committee draft documents in the fields of culture, family, physical education, sports, tourism and advertising under the promulgation authority of the Chairman of the Town People's Committee according to assignment;
c) Organize the implementation of legal documents, planning and plans after approval; information, propaganda, dissemination, and legal education in areas within the scope of assigned management; monitor law enforcement;
d) Guide organizations, units and people in the town to carry out cultural and artistic movements; exercise and sports movements; build a civilized lifestyle in weddings, funerals, and festivals; building the movement "All people unite to build cultural life"; Build and guide the awarding of titles to families, villages, cultural quarters, cultural units, and communes that meet new rural cultural standards; Build and implement village conventions and conventions; protect and promote the values of historical-cultural relics, scenic spots and intangible cultural heritage; manage, protect, embellish, exploit, properly use and promote the value of tourism resources, tourism environment, tourist areas and tourist attractions in the area;

e) Receive and provide written responses to notices of establishment, merger, consolidation, division, separation, dissolution, or termination of library operations of commune-level libraries, libraries of preschool education facilities , general education institutions, vocational education institutions and other educational institutions, private libraries serving the community based in the area according to the decentralization and authorization of the Town People's Committee;
g) Guide and inspect the activities of public service units, grassroots cultural and sports institutions, and service establishments in the fields of culture, physical education, sports, and tourism and advertising and public entertainment spots under the management of the Department of Culture and Information in the area;
h) Assist the Town People's Committee in state management of collective economic organizations and private economic organizations; Guide and inspect the activities of associations and non-governmental organizations operating in the area in the fields of culture, family, physical education, sports, tourism and advertising according to the provisions of law;
i) Preside and coordinate with relevant agencies to check compliance with legal regulations in the fields of culture, family, physical education, sports, tourism and advertising in the town; resolve the complaint report; Prevent and combat corruption and waste according to the provisions of law and assignments of the Town People's Committee.
2. Regarding the field of Information and Communications

e) Organize foreign information activities in the area according to the guidance of the Department of Information and Communications. 3. Professional guidance in the fields of culture, family, physical education, sports, tourism, advertising and professional guidance in the field of Information and Communications for specialized positions subjects belonging to the People's Committee of communes and wards;
4. Organize the application of scientific and technological advances; Build an information and storage system to serve state management and expertise of the Department of Culture and Information;

ORGANIZATION AND STAFFING
Article 3. Organization and staffing

2. The civil servant payroll of the Culture and Information Department is decided by the Chairman of the Town People's Committee within the town's total civil servant payroll assigned by the Provincial People's Committee.
The work arrangement for civil servants of the Department of Culture and Information must be based on the job position, civil servant rank standards and the qualities, qualifications and capabilities of civil servants.
Chapter III
IMPLEMENTATION ORGANIZATION
Article 4. The Head of the Department of Culture and Information, Heads of relevant agencies and units are responsible for implementing this Regulation. During the implementation process, if there are modifications or additions to functions and tasks, the Town People's Committee is proposed to consider amending and supplementing the Regulations accordingly./.
